These three terms get used as if they mean the same thing: white label SEO, SEO reseller, and offshore SEO company. They overlap, but they answer different questions, and picking the wrong model wastes time on both the buying and selling side.

Offshore SEO company: a location, not a business model

"Offshore" only describes where the work happens, typically India, the Philippines, or Eastern Europe, relative to the client. An offshore SEO company can work directly with a business under its own name, or it can work behind an agency's brand. Location tells you about cost structure. It tells you nothing about how the relationship is packaged.

White label SEO: the work is invisible to the end client

White label means an agency sells SEO services to its own clients, but a different company, often an offshore one, actually performs the work. The end client only ever sees the agency's brand. Reports get reformatted with the agency's logo. Calls, if any happen with the actual SEO team, are framed as "our specialist," not a third party.

SEO reseller: the business model built around white labeling

"Reseller" describes the agency's role, not the service itself. An SEO reseller buys white-labeled SEO capacity at a wholesale rate and sells it to clients at a markup, similar to how a web hosting reseller buys server space in bulk and resells individual accounts. Most agencies offering SEO without an internal SEO team are, functionally, resellers.

The underlying quality question is identical either way: is the team doing technical SEO, content, and link-building correctly, and can they show real results? White labeling changes who the client sees, not whether the SEO itself is any good.
